Community Enhancement Programme 2018

Tipperary Local Community Development Committee is seeking applications from community groups for funding under the Department of Rural and Community Development’s Community Enhancement Programme (CEP) 2018.

On 31st May the Minister for Rural and Community Development, Mr. Michael Ring TD, announced a new CEP which provides funding to communities in Ireland.

The CEP replaces and builds on two previous schemes (the Communities Facilities Scheme and RAPID Scheme).

In County Tipperary the Scheme is administered, on behalf of the Department, by Tipperary Local Community Development Committee (LCDC).

Tipperary LCDC will receive €149,690 in funding to be awarded in 2018, as follows:

Funding Breakdown

1. Small Grants Category - €45,000 available
Eligible projects for example would include small-scale capital project, such as office equipment; project resources; energy efficiency equipment; development and renovation of community centres e.g. kitchen equipment/ chairs/tables/shelving; improvements to town parks and common areas and spaces.

The grants awarded will be for €1,000 or less and this will be a competitive process.

2. RAPID/CAP Grants Category - €50,000 available
To fund capital projects and/or address issues identified in the CAP (Community Action Partnership) and RAPID (Revitalising Area through Planning Investment and Development) Plans. Funding to be determined on the quality of the application and demonstrated need.

RAPID areas are Carrick-on-Suir, Tipperary and the following areas in Clonmel, Heywood Close, Colleens Close, Elm Park and Wilderness /Carrigeen/Oakland Drive.

The CAP areas are Roscrea and Littleton.

The grants awarded will be for €5,000 or less and this will be a competitive process.

3. Thematic Grants Category (Non-RAPID/CAP areas) - €54,690 available
For capital projects outside of the RAPID/CAP areas.

Priority will be given to applications that address the following:
o Projects that target Isolation and loneliness
o Project that promote the building of cohesive communities where there is common vision and a sense of belonging.

The grants awarded will be for €5,000 or less and this will be a competitive process.


Additional Information
o Only one application per group per category is permitted, i.e. a group can apply for a small grant and a thematic grant but not two grants in the same category.
o The maximum grant in category 1 is €1,000 and the maximum grant in categories 2 & 3 is €5,000.
o Ensuring geographic spread and focus on a demographic range will be taken in to account when accessing the small grants and thematic grant applications.
o All projects will have to submit receipts/photos etc. post application in order to draw down any funding awarded.
o A church or school apply for funding under the CEP in certain instances. For example, if the church/school is applying for funding for a facility which any child can attend (not just school attendees), then this may be considered in the same light as a community group/organisation-led project.
o Funding provided under the CEP eligible can co-fund or match fund with other schemes or programmes, e.g. RDP LEADER
o Funding may be transferred between themes depending on level of applications received.

When evaluating applications, Tipperary LCDC will retain a list of unsuccessful projects which could be funded if additional funding becomes available from the Department later in the year.

Closing dates for receipt of applications
The Closing date for applications is 4.00pm on Tuesday 10th of July 2018.

Late applications will NOT be accepted
