Consultation: Draft Tipperary County Development Plan 2022-2028

Planning and Development Act 2000 (Amended), Planning and Development Regulations 2001 (Amended), Planning and Development (Strategic Environmental Assessment) Regulations 2004 (Amended).




Notice is hereby given in accordance with Section 12(1)(b) of the Planning and Development Act 2000 (as amended), that Tipperary County Council has prepared a Draft Tipperary County Development Plan 2022 – 2028 as the first consolidated plan for County Tipperary.

The Draft Plan is accompanied by a Strategic Environmental Assessment (SEA) Environmental Report, prepared in accordance with the Planning and Development Regulations 2004, (as amended), an Appropriate Assessment (AA) Natura Impact Report, prepared in accordance with the Planning and Development Act, 2000 (as amended) and a Strategic Flood Risk Assessment (SFRA) prepared in accordance with the Planning System and Flood Risk Management Guidelines 2009.

The Draft Plan consists of five volumes:

  • Volume 1: Written Statement
  • Volume 2: Settlement Plans and Serviced Land Assessment
  • Volume 3: Appendices including Housing Strategy, Renewable Energy Strategy, Landscape Character Assessment, Rural Housing Design Guide, Design and Best Practice Guidelines for Cluster Housing, Development
    Management Standards and Statement of Compliance with Ministerial Guidelines
  • Volume 4: Built Heritage, including Record of Protected Structures
  • Volume 5: Environmental Assessments including SEA, AA and SFRA


Public Consultation


The Draft Tipperary County Development Plan 2022-2028 is available for inspection from Friday 30th of July 2021 until Friday 15th of October 2021 inclusive (excluding public holidays) and may be viewed in the following ways:

Please note that as a result of the current Covid 19 pandemic restrictions, in-person viewing of the Draft Plan will be by appointment only. Arrangements can be made by telephone at 076 106 5000. Visitors will be required to adhere to the Standard Operating Guidance protocols in place at this time.


Making a Submission


The Council now invites you to make written submissions/or observations regarding the Draft Tipperary County Development Plan 2022 – 2028 by 4pm on Friday 15th of October 2021. Written submissions or observations or
submissions received during the above time period will be taken into consideration before the making of the Tipperary County Development Plan 2022-2028.

Important things to note in making your submission:

  • Please insert the heading ‘Draft Development Plan’ on your submission.
  • Please make sure your submission is in one medium only i.e. via on-line form, email or by post.
  • All submissions must include your name and contact address, a map (where appropriate), and where relevant, details of any organisation, community group or company, which you represent.
  • All submissions/observations received during the above time period will be taken into consideration before the making of the Tipperary County Development Plan 2022 -2028.
  • Children or groups and associations representing the interests of children are particularly welcome to make submissions or observations.
  • Please be advised that all submissions received will be published online in accordance with the requirements of the Planning and Development Acts, 2000 ( as amended) and will be summarised in the Chief Executive’s Report, which will be published. You should ensure that no vexatious, libellous or confidential information, including confidential information relating to a third party (in respect of which the third party has not, expressly, or impliedly in the circumstances, consented to its disclosure) is included in your submission. The Planning Authority reserves the right to redact any submission or part thereof that does not comply with this requirement.
  • If you consider that you have a disability, please give details of any special requirements for public consultation purposes in order that appropriate arrangements can be made.
  • All submissions are subject to the Data Protection Act (as amended) and the General Data Protection Regulation (GDPR) (as amended) and the Freedom of Information Act 2014 (as amended).

Submissions or observations must be made in writing no later than 4pm on Friday 15th of October 2021.
Late submissions will not be considered and will be returned.
