Liberty Square Enhancement Scheme

David Walsh Civil Engineering Ltd. in partnership with Tipperary County Council will be undertaking construction works in Liberty Square to enhance the existing square. The proposed works include the re-configuration of existing carriageway, footways and shared accesses as well as associated drainage, ducting and other ancillary works.

Works in relation to the construction of the off-street carpark is nearing completion with works in the Main Square due to commence w/b 17th August 2020. The new car park will provide 87 car park spaces and is expected to be open from Monday 24th August. Access to the new carpark will be via the new entrance between the Costcutters Building and Healthy Haven off Liberty Square and the N62 Slievenamon Road. In the intervening period, parking will be available in the Ulster Bank (Liberty Square) car park, Parnell St car park and town park car park. The works within the Square will be undertaken in a phased manner and the overall works are expected to take approximately 12 months to complete.

The initial stage of works in the Square will involve the installation of drainage and service ducting along the centre of the existing road between the N62 O’Donovan Rossa Street / Slievenamon Road and the Castle. This will be carried out in two phases as follows (see Map Overleaf):

o Phase 2A – Works area will be between the Bank of Ireland and Slievenamon Road. Two-way traffic will be maintained. The works will be phased, so that car parking removal in the square will be kept to a minimum (for the first week between 5 to 8 car parking spaces will be removed).

o Phase 2B – Works area will be between Bank of Ireland and the Castle. To facilitate these works, it will be necessary to close the N75 road in both directions through the Square (subject to approval by Tipperary County Council following a Statutory advertisement process). Diversion routes will be provided. These works will be carried out at night-time between 8pm to 7am with the road re-opened during the day. These works are expected to last 1 week. The advertised Road Closure period is Monday 7th September 2020 to Sunday 21st September 2020.

The above phases of the works are expected to take 6 weeks to complete.

Thereafter, the next phase of the works will commence from the south east corner of Liberty Square (at the Castle) and move westwards along the south of the Square in a phased manner. Further notification and engagement with businesses effected will be issued in advance of these works commencing.

Please note that during the above works, there will be some disruption as the works in the footpath moves past doorways / entrances, however we will endeavor to keep this disruption to a minimum. As explained above, some carpark spaces within the Square will also need to be removed to facilitate the construction of the proposed works, however as stated above the new car park is expected to be open from the 24th August and provide 87 no. of spaces.
