CLÁR 2022- Measure 1: Developing Community Facilities & Amenities

Description: 

Tipperary County Council is seeking expressions of interest in respect of projects under the terms of the CLÁR Scheme 2022 recently launched by the Department of Rural and Community Development, and which the Council could consider for submission to the Department.

CLÁR (Ceantair Laga Árd-Riachtanais) is a targeted investment programme for rural areas that aims to provide funding for small infrastructural projects in areas that experience disadvantage. The aim of CLÁR is to support the sustainable development of identified CLÁR areas with the aim of attracting people to live and work there.

This Call for Expressions of Interest relates to
Measure 1: Developing Community Facilities & Amenities
Where shortlisting is required the Council may consider as part of the process:

  1. The positive impact of the project in respect of the Sustainable Development Goals (https://www.un.org/sustainabledevelopment/sustainable-development-goals/)
  2. Relevance to the scheme and the positive impact to the locality
  3. The Deprivation Index
  4. The benefits received by the area under various grant schemes in the last 2 years
  5. Applications can include small scale renovation works to community facilities (maximum of 5 projects can be submitted for this type of application)
  6. Measure 1 supports projects which develop and enhance access to unique local heritage sites and/or areas of natural beauty in local communities e.g. walkways to important local sites
  7. All newly developed community facilities and amenities funded under the programme must be disability-friendly.

Any application must adhere to the following requirements:

  • The project must be located in a designated CLÁR area to be able to be considered - details of CLÁR listed above
  • The Terms and conditions associated with the Scheme – detailed in the 2022 Scheme Outline.

How to express an interest?
Return the completed Expression of Interest form by post to CLÁR Scheme Measure 1, Community & Economic Development Section, Tipperary County Council, Ballingarrane House, Cahir Road, Clonmel, Co. Tipperary, or by email to CLAR@tipperarycoco.ie with CLAR Measure 1 by 4pm on Wednesday 30th March 2022.

Your submission must be submitted using the Expression of Interest template on the link below.

All expressions of interest will be assessed by the Council and up to 15 proposals may be selected by Tipperary County Council for submission to the Department for its consideration. As per guidelines a maximum of 5 can involve renovation works on community buildings. In addition, a % of submissions will made on behalf of Tipperary County Council to provide roads projects in Clár areas.

  • Skateboard Parks
  • PlaygroundS
  • Handball Alleys
  • Tennis Courts
  • Basketball Courts
  • Community Gyms
  • Community Cinemas
  • Sensory Gardens
  • Community Gardens
  • Outdoor Bowling Areas
  • Walking / Running Tracks
  • Outdoor Toilet Facilities
  • Car Parking
  • Public Lighting

Measure 1 applications can also include small scale renovation works to community facilities e.g. to convert into suitable meeting areas and community spaces for community groups such as youth clubs and Men’s/Women’s Sheds (Note: a maximum of 5 of the 15 projects submitted by a Local Authority under Measure 1 can involve renovation works on community buildings).

In addition, Measure 1 will support projects which develop and enhance access to unique local heritage sites and/or areas of natural beauty in local communities e.g. walkways to important local sites.

All newly developed community facilities and amenities funded under the programme must be disability-friendly.

The application form must clearly outline the need and rationale for the interventions put forward.
